What is considered animal cruelty in terms of dogs? And how would I be able to report this?

Question by dani_elley05: What is considered animal cruelty in terms of dogs? And how would I be able to report this?

I have seen two pitbulls left outside during the storms in the Bay Area. There is no dog house for both of them to find shelter. The dogs never seem to come in the house. There is never anyone to clean the feces, and it just sits there for the dogs to live in. The dogs never anyone around to walk these two dogs. How can I report these actions to give the dogs a better home?

Lack of adequate shelter is generally one of the things that will constitute abuse. Contact your local police department or animal control agency and let them know.
