I’m looking into getting a dog transported up to me from the south to the mideast, I was wondering, who pays for it? Do I or do they?

If you are buying this dog from them then it is you that would pay. If this is a rescue that you are fostering until a permanent home can be found then I would expect the rescue centre to pay but NOT if you ARE the permanent home.
